PROGRAMME OFFICER TRADE CAPACITY ENHANCEMENT (TRACE) PROJECT APRIL 2008

Main task: Support Ministry of Tourism Trade and Industry to lead and monitor the implementation of Integrated Framework process in the economy and be able to mainstream trade into both Uganda Government and donor programming that will ensure timely implementation of the Action Matrix

Specific Tasks:

- Helping Uganda Government to efficiently steer the Integrated Framework Process - Drafting a priority list comprising policy aspects, structural and institutional bottlenecks that require government and donor interventions in order to improve Uganda’s trade competitiveness with rest of the world.

- Help strengthen the Integrated Framework Secretariat Focal Point, National Implementation Unit and National Steering Committee to effectively coordinate stakeholders on the justification for mainstreaming trade into the development and planning process. - Assisting the National Implementation Unit to effectively participate and contribute (through monitoring and engaging stakeholders) to the successful implementation of the DTIS (Diagnostic Trade Integrated Studies) Action Matrix.

- Assisting Government to coordinate and enlist donor responses to the Action Matrix produced, including liaison with donors to ensure effectiveness, complementarities and harmonization of interventions including exploring the possibilities for pool funding arrangements for implementing the Action Matrix.

- Reporting to the National Focal Point by outlining activities undertaken, progress and follow-up needed. - Drafting a log-frame and a monitoring mechanism

 Duties

a) Managing trade Policy Research.

- Preparation of calls for research proposals - Receiving, applications, pre-screening, evaluation and selection of grant beneficiaries - Coordination of reviewers and technical research committee,

- Preparations of grant contracts,

 - Evaluation and monitoring Implementation. Receiving and evaluating; inception, progress, draft and final reports. Some of the Researches managed and accomplished include;

• Multilateral Trade Negotiations under the WTO: Preparing Uganda for the Modalities Phase, Review of Trade and Trade Related Study under the integrated framework and Opportunities and Challenges Facing Uganda In Complying With The GATS

 • Balancing Uganda’s Trade Policy Objectives in the Multi-Trade Arrangements of COMESA, EAC and WTO: Implementation Issues and Implications and Implications of East African Community Customs Union on the Ugandan Manufacturing Sector.

• Sectoral and Analytical Study to Guide Uganda in the EPA Negotiations. Papers presented

- “Role of trade research for rural development”; Paper presented in a series of district commercial officer’s regional workshops (2007) organised by the ministry of Tourism Trade and Industry.

- “Uganda’s Trade Policy Theory and practice” Paper presented to Trade Policy training workshop organised by UPTOP on behalf of the ministry of Tourism Trade and Industry

- Trainer on “trade research; proposal development and implementation” in the Private Sector Foundation Uganda (PSFU) training to its stakeholders on how to develop research proposals. b) Managing Short Term Consultancies

- Preparation of consultant’s terms of reference to be engaged under the programme, Appraisal and reviewing of the Consultants proposals,

- Monitoring and Evaluating consultants work in regard to the programme objectives. c) Participation in Trade Negotiations

 - Participated as a government of Uganda delegate in the Kigali dialogue (2008) on the Implications of the EPA framework agreements to the EAC member countries

- Participated as a government of Uganda delegate in two WTO General Council Negations- Geneva (2004 and 2005) and also in the committee on TBT meeting July 2007

 - Participated as a government of Uganda delegate in the COMEESA Heads of Government Summit in Djibouti (2006)

- Participated in the Naivasha non-state actors workshop on the theme “Linking Trade Policies to National and Regional Development Agenda “ organised by CUTS Nairobi

 - On behalf of UPTOP I participated in several Inter Institutional Trade Committees under the Ministry of Tourism Trade and Industry

- I also represented UPTOP in the Private Sector Foundation sub committee meetings on trade related issues. d) Other Duties
